Trustee Meeting – December 30th, 2015

Dougherty Lake Subdivision Trustee Meeting Minutes
December 30, 2015,  7:00 p.m.
Schnucks in Des Peres, Mezzanine Level

John Steuterman called the meeting to order at 7:00 pm.

Roll Call: Trustees present – John Steuterman, Lisa Kadel, Carel Reynolds and Richard Hall. Chuck Toedtman was absent. Guests attending: Michael Wardlaw, Jim Gruenewald, Guy Hunt and Joseph Rengel (son of resident Tom Rengel).

Motion was made to approve the minutes from last Trustee meeting, all approved. A request was made to send the minutes out to the trustees within one week of each meeting. All agreed.

Reports of the Trustees – There were no reports from the Trustees.

Amendment of the Agenda

  • Joseph Rengel requested time to share his knowledge of dam improvements.
  • Lisa Kadel requested time to discuss obtaining corporate credit cards for all Trustees.
  • Richard Hall requested time to discuss hiring a company to clean the grate and haul away the debris.
  • John Steuterman requested time to discuss Social Media and Trustee emails.
  • Mark Glyshaw requested time to discuss Dam improvements.

Old Business

Discussion concerning updating the indentures. Carel Reynolds will contact the Recorder of Deeds office to obtain a full copy of our indentures, including all amendments. If Carel is unsuccessful, she will contact Greg Hoffmann for an estimate for him to obtain them.

New Business

Discussion for improving the habitats of the Lake, led by Rich Hall.

  • Whereas, we consider the improvement of the Lake habitat, necessary action and;
  • Whereas, we have availed ourselves of the Missouri Department of Conservation recommendations for Lake improvement and;
  • Resolved, That the DLS Board of Trustees offer such support and guidance to the Lake Trustee so as to implement a fish restocking and lake habitats improvement plan that may include the use of Christmas trees properly submerged and secured in the Lake. Motion was made to approve, seconded and carried. 
  • Financial Impact: $300.00 (proposed)
  • Carel Reynolds will send an email to all Dougherty Lake residents asking for the donation of clean Christmas trees. Trees are to be collected at the south-east corner of the lake near the steps.
  • Trees collected will be tied together, secured by a cinder block and dropped in strategic locations in the lake utilizing a boat. This will allow a safe habitat for fish to breed

Establishment of Trustee Subcommittee

John Steuterman began a discussion proposing that Trustees be allowed to for subcommittees to assist them in the performance of their responsibilities. All agreed.

Neighborhood Watch program led by Michael Wardlaw, resident.

  • Michael Wardlaw shared his knowledge of establishing a viable Neighborhood Watch program for Dougherty Lake. Cost for this program would be minimal. The goal would be to form a committee consisting of one homeowner per street in Dougherty Lake. Lisa Kadel and Guy Hunt volunteered. Michael Wardlaw will work with Carel Reynolds to develop an email to be sent to all residents explaining the program and asking for volunteers. Details will be discussed at the next Trustee meeting.

Joseph Rengel, who is an engineer, shared several options to help with the flow of water through the dam. Richard Hall, Jim Gruenewald and Michael Wardlaw will discuss best options with our engineering company, Reitz and Jens, and report back at the next Trustee meeting.

Lisa Kadel motioned that we obtain corporate credit cards for all Trustees. Lisa will discuss with Chuck Toedtman, Treasurer and report back at the next Trustee meeting.

Richard Hall reported that he was able to find a company to clean the grate and haul away the debris. Approximate maximum cost would be $1000.00. All approved the expense. In addition, many wooden ties floated into neighbor’s yards around the lake. Carel Reynolds will obtain permission to enter their properties and Michael Wardlaw volunteered to take them to the street. Lisa Kadel will request that our landscaping company haul them away. All approved the additional expense if necessary.

Richard hall requested investigating a lake maintenance company to regularly clean the grate of debris. He will report back at the next Trustee meeting.

Richard hall requested purchasing a safe flat boat to use throughout the year. Discussion was tabled for the next Trustee meeting.

John Steuterman shared his concern regarding Trustee business being posted on Social Media (i.e. Facebook). He was assured that our Facebook account is a closed private account where only homeowners have access. In addition, John shared his concern about Trustee emails. He felt decisions should only be made at Trustee meetings. Jim Gruenewald shared that there are many times immediate action needs to be taken (i.e. home remodel projects) and therefore cannot wait for a Trustee meeting. John agreed that there are exceptions and approved emails, provided each topic stay separate from other topics and used sparingly.

Mark Glyshaw sent a request to John Steuterman that the overflow of the dam be addressed. Item was discussed earlier in the meeting.

The next Trustee meeting will be held on January 27 at Schnucks Mezzanine at 7:00 pm.

Lake and Maintenance Update, Jim Gruenewald

Walls
There are two more walls that need to be completed using stone as well as cleaning up the entry point on Beaver Dam and putting the guard rail back in place. One homeowner is attempting to repair his wall but is not complete as of this meeting.
We are obtaining a bid to have a port6ion of the lake bed removed at the north end of the lake. By doing so now it would postpone having to remove the wall when a dredge becomes necessary..
When all of the wall work is complete, we plan to remove all of the weeds that have grown around the perimeter of the lake.

Lighting
We are regularly replacing lights as well as installing new sensors. We also cleaned all of the globes.

Landscaping, Lisa Kadel
Lisa will ask MDH Lawn service to remove the weeds growing in the outlet south of Beaver Dam. She will also request a bid to have the lake weeds cleaned up. All agreed the weeds must be removed for the health and beauty of our lake.

Finance, Chuck Toedtman
It is time for the annual assessment to go out. Chuck suggested we increase the assessment based on the 2016 CPI. All trustees approved the increase.

President, Sandy Baker
The playground basketball hoop needs to be replaced. Sandy offered to handle that.

Communications, Carel Reynolds
As soon as we have definite dates for completion of the lake work, Carel will send out newsletter to all homeowners updating them on the work.

Trustee Elections in November
We will begin the process of interviewing homeowners for future trustees. The two positions that are up for election are President and Lake/Maintenance.

Trustee and Lake Homeowner Meeting 1/22/15

Dougherty Lake Subdivision Trustee and Lake Homeowner Meeting
January 22, 2015 – 7:00 pm
All trustees and lake homeowners were present.

Jim Gruenewald went over the specifics of pricing for the new stone walls. He stated that pricing was dependent on them committing quickly so that work can begin immediately.
Mark and Jerry will not be using the stone. Mark replaced his wall 6 years ago and Jerry prefers to just repair his wall for now. This is the only exception the Trustees will allow going forward. For consistency, we will require homeowners who wish to replace their walls use the stone.
Mark was concerned about how the stone wall would be attached to his wood tie wall and Jerry Parrish assured him he would curve the stone wall inward at the corner to protect Mark’s wall.
Three homeowners confirmed they would move forward with the stone wall. Two other homeowners were indecisive. They assured us they would make a decision very soon.

Trustee Meeting August 2011

The Trustee meeting was called to order at 7:00 p.m. at Carel Reynolds’ home and all trustees were present. August 30, 2011

President’s Report – Jim Harris
Brad Schmitt with the Des Peres Parks and Recreation Department is still interested in connecting Bittersweet Woods through Dougherty Lake park. We have asked for more information to be presented at the annual meeting in November.

Lake and Lighting Report – Jim Gruenewald
Jim reported that two of our cul-de-sac street lights are finally working again. Our new electrical contractor, Randy Haupt of The Yard Light Company, ran new cable under the street, placed the cable in plastic conduit and installed transformers on the outside of the houses. These changes will make future work easier, typically not requiring the involvement of the homeowner, since all components are now outside the house. Jim suggested we consider raising the amount being compensated to homeowners who power the lights. Jim motioned that we move the transformers to the outside of homeowners homes as they fail so that we have easier access to them for repairs. Motion carried provided the cost is around $100 each.

Randy pricing is quite reasonable. For those who have low voltage outside lamps (not belonging to the sub-diviision) needing service work Randy is the man to call. Likewise, if you want a lamp installed, call Randy.  Randy Haupt, The Yard Light Company, [email protected], cell : 314-753-5768

Once again our large aerator at the south end of the lake has failed. Rather than throw good money after bad, we will move forward purchasing a new 5hp Aquamaster Volcano II from Hydro Dramatics. Hydro Dramatics is a division of Missouri Machinery and Engineering. Missouri Machinery has been in business for over 75 years. Hydro Dramatics was established in 1972. Treasurer’s Report – Chuck Toedtman
Chuck T. reported that we are on track to maintain our budget for the balance of the year. We still have 3 leans outstanding for this year with one homeowner having 2 leans.

Landscape report – Roger Feltz
Roger reported that new playground mulch was delivered, and that the handle on the trapeze was broken and may have to be replaced. He will check into staining the playground set and repairing the sprinkler valve near the dam.

Communication Report – Carel Reynolds
Tthe 4th of July parade was well attended. Carel will contact Des Peres City Hall to schedule the annual meeting and produce a newsletter with input from the other trustees.

Our next meeting was set for October 4, 7:00 pm at Chuck’s home.
