SUBJECT: Traffic Awareness Program (TAP)

Your Trustees, and many our fellow neighbors, are concerned about the disregard by neighbors and visitors for our speed limits and stop signs. As a neighborhood, we have begun to take steps to address this problem.

We are thrilled about the growth and development of our neighborhood with new families arriving each year. Our new neighbors are improving their homes and property which will increase all our home values. With this increased activity, expectations of traffic safety by all our neighbors are also increasing.

In addition to our Dougherty Lake Subdivision (DLS) growth and development is the new construction in the area with the Pulte subdivision across the street. This new construction, along with construction within DLS, has increased the volume of interior and exterior traffic.

As Trustees, we are hearing a dramatic increase in vocal concerns on the speed of traffic throughout DLS. A newsletter was sent this spring that invited neighbors to attend meetings. The result of these meetings suggested to the trustees to establish a Traffic Awareness Program (TAP). To date, we have held several meetings with homeowners, the Public Safety Department Chief, and Public Works for their collective input.

Public Safety has assured us that they will monitor traffic violations in DLS with an electronic speed monitoring sign. This digital monitor will be installed as soon as the streets are repaired. This PSO sign will track statistics which will be shared with the Subdivision.

As Trustees, we have requested from Public Works that a crosswalk be designed from the playground to the lake. In addition, residential signage has been ordered reminding everyone to use caution when driving.

This notice is our first public service announcement to establish a dialogue with the residents, both in writing and at public meetings. We feel we need to emphasis the rationale for the 20 mph speed limit throughout DLS and the stop sign at Briar Fork and Beaver Dam which is just prior to the playground. The neighborhood ‘voice’ is stressing the importance of drivers yielding from side streets onto Beaver Dam.

Bottom line, we are a neighborhood of involved families and everyone would benefit from traffic awareness as accidents will affect everyone.

All residents are welcome to attend Trustee meetings. Dates, times and location will be posted on the Dougherty Lake website www.doughertylake.org. The next meeting will be on September 14 at 7:00 pm at St. Gerard Majella Parish School, meeting room tbd. Please let us know if you plan to attend so we can accommodate a larger group. Dougherty Lake Subdivision Trustee Meeting Minutes

June 8, 2016 – 7:00 p.m. – Saint Gerard of Magella, Room 227

 

John Steuterman called the meeting to order.

Roll Call – Trustees present, John Steuterman, Rich Hall, Chuck Toedtman and Carel Reynolds – Guests present were Jim Gruenewald, Ed Scally, Doug and Gloria Campion and Richard Hibbs.

Minutes from the April 27 Meeting were approved.

No Amendments of the Agenda were presented.

Reports of the Trustees

  • Rich Hall/Lake Committee

Aquatic plants are coming in nicely. Algae treatment was done in late May.

Dam outflow correction will include raising the dam, pricing, etc. coming soon.

Neighborhood lights, bulbs and lamps have been ordered for replacements needed

The park/lake lights are being looked into by Chuck Toedtman.

A detailed breakdown was also provided.

Chuck proposed the assessment for 2016-17 will remain the same as the CPI has not changed. All trustees approved. Assessment will be sent out soon by City and Village Tax office.

The basketball hoop will be repaired and painted soon.

A committee is being formed to investigate the feasibility of a fishing dock at the lake along Beaver Dam Road.

Available trustees will meet with Capt. Sean Quinn of Des Peres Public Safety on Dougherty Lake traffic concerns. Speed signs are only at the entrance so we suggest more signage. We would like to request a painted crosswalk from the park to the lake with a sign that states “yield to pedestrians”. Traffic laws need to be enforced by Des Peres police.

  •   Nuisances

Douglas and Gloria Campion shared their concerns with the deer population and neighbors installing deer feeding equipment. John Steuterman asked them to form a committee to propose changes to our amendments. Their report will follow soon.

Ed Scally shared their concerns regarding the noise from mowers/blowers and particularly landscape company equipment late in the evening.  Although it is not unlawful, the trustees will communicate to all neighbors to be considerate of their neighbors.

  • Old Business

Carel Reynolds will set up a meeting with Des Peres Public Safety to discuss traffic and speeding issues.

Carel Reynolds reported that the trustees will not pursue the request to allow boating in the lake due to the safety hazards present (i.e. electrical cables that power the aerators.)

  • New Business

John Steuterman reported that the trustees are concerned with the recent installation of stockade fences. Going forward they will not permit them to be installed.

  • Meeting was adjourned. The next meeting will be July 20 at 7:00 pm at St. Gerard Majella, Room 227.

Trustee Meeting Minutes 4.27.16

The meeting was called to order by John Steuterman. All Trustees were present. Guests: Jim Gruenewald and Dick Hibbs.

Rich Hall reported that initial investigation on a potential new design for the lake outlet was coming in higher than expected. In addition they are working to find a solution to the valve freeze issue. He will complete his investigation by the next meeting with costs and timetable presented.

Rich also reported that the plants are growing and that 40 boxes were dropped into the lake for fish reproduction. He also dropped alp alpha blocks to help with algae but was having problems with them not sinking. Further investigation is needed.

Regarding lighting, the lights on Beaver Dam are repaired and spring cleaning will be scheduled soon.

Lisa Kadel reported that the playground area was cleaned up and mulched. The basketball hoop is once again damaged and Chuck Toedtman offered to work on that. Cedar Treatment Services has agreed to re-paint the guard rails at no cost. We will also ask them to paint the picnic tables. Lisa also recommended adding additional picnic tables and possibly a BBQ pit and coal receptacle. She will investigate costs and design and report back.

Chuck Toedtman presented the financial reports. The subdivision is in good financial condition.

Carel Reynolds reported that she continues to keep the homeowners up to date on the latest activities. Our Facebook page is growing with members communicating with each other as well.

New Business

Resident Dick Hibbs shared his concerns regarding drivers not stopping at the stop sign at Beaver Dam and Briar Fork Road. This item will be added to the discussion regarding speeding on Beaver Dam. Carel Reynolds is trying to form a committee to work on these issues and will add Dick Hibbs. John Steuterman offered to call City Hall asking for their assistance.

Chuck Toedtman reported on the status of our annual assessment and the process we use to collect liens.

  1. Since our fiscal year does not start until October, Chuck felt it was not necessary to send the assessment any earlier than July with a due date in 30 days.
  2. Regarding liens, the bill is sent by City and Village Tax Office followed by a reminder 10 days after the due date. Carel Reynolds usually calls each home owner at that time to alert them of the situation. After that lien forms are sent to the homeowners by City and Village Tax Office. Usually homeowners pay once the lien is filed.
  3. If a homeowner does not pay their past due assessment(s) (we normally give them 2 years) City and Village sends them a warning letter which costs us $100. Court fees and lawyer fees are added and the homeowner must settle prior to the sale of their property. We only have 10 years to collect past due liens.

A homeowner asked the trustees to investigate the costs associated with allowing kayaking in Dougherty Lake. Chuck Toedtman will investigate again but he believes it was in excess of $10,000. Our indentures state that boating, swimming and skating are not allowed (see #13 under Common Lands). In the opinion of the BOT, allowing anyone in the lake for any reason would be dangerous as we have electrical wires running across the lake in 2 locations to power the aerators. The only exception is allowing the Trustees to enter the lake to repair and maintain the lake and aerators.

Carel Reynolds proposed a fishing pier along the Beaver Dam side of the lake. Carel, with the help of Moira Steuterman, will pull together a committee to investigate costs and report back in 60 days.

Next Meeting: June 8, 2016, Room 227 at Saint Gerard Majella School. It was requested that Carel contact the responsible party to reserve room 227.

Amendment of the Agenda

  • John Steuterman added an amendment to the agenda to discuss trash removal

Report of Trustees

  • Carel Reynolds, Communications Trustee reported that all holiday decorations were removed and stored. She also noted that Sandy Baker has offered to sponsor a spring garage sale. Carel sent an email to the residents requesting their input regarding a date for the sale.
  • Lisa Kadel, Landscape Trustee had no report
  • Chuck Toedtman, Treasurer reported our on finances as of January. In addition he requested permission to file a law suit against one homeowner for non-payment of Neighborhood Assessments in the amount of $3,168.62. We would utilize the services of City and Village Tax Office’s attorney. All were in favor. In addition, Chuck reported four other families who have not paid their assessment from this past fall. Carel Reynolds will contact each homeowner to notify them. If payment is not received within one week, Chuck will pursue filing liens against each of them.

Old Business

Lisa Kadel report on Trustee Credit Cards

      • Whereas it is the desire of the Dougherty Lake Subdivision Board of Trustees to co-ordinate subdivision expenses,
      • Whereas it is prudent and reasonable to consider credit or debit cards to be used,
      • Whereas it is considered financially acceptable to issue such cards to individual Board of Trustees members,
      • therefore, Each Board of Trustees member, at their discretion, be assigned one card at $1,000.00 limit
      • The Finance Trustee to establish the appropriate rules concerning such cards
      • Resolved, The Finance Trustee secure appropriate number of credit cards
      • All approved this resolution.

Rich Hall Report on Christmas Tree/Lake Habitat

  • Whereas it is appropriate for the Lake Trustee or his/her designate, to investigate, supervise, or review those lake issues deemed appropriate,
  • Whereas it is reasonable for Dougherty Lake Subdivision to own, and operate, a non-motorized boat,
  • Whereas the cost of said boat not to exceed $1200.00, therefore
  • Resolved, #1. Under the direct supervision of the Lake Trustee, the Board of Trustees authorizes the purchase of a non-motorized boat
  • The Lake Trustee will develop use criteria of said boat and submit these criteria for approval to the Dougherty Lake Subdivision Board of Trustees by email no later than February 15, 2016. These criteria would include a storage location that is acceptable to the neighborhood.
  • All approved this resolution.

Jim Gruenewald requested that the Trustees sell the Kayak that was previously purchased. Carel Reynolds will take charge of this action item.

Michael Wardlaw Discussion on Neighbor Hood Watch Program

  • Michael Wardlaw was not able to attend, however he reported that there was little response from the subdivision to organize a committee so the issue was tabled for now.

Rich Hall Discussion on Lake Management

  1. Rich reported that the Lake Committee met to discuss possible solutions to solve the dam overflow concerns. The next step is to contact Reitz and Jens Engineering Company to obtain their opinion. Rich will report back at the next Trustee meeting.

New Business

  1. John Steuterman contacted IESI Sanitation Services that services our trash pickup in Des Peres. John had two questions for the service representative from IESI. #1.  Given that the new trash removal service will utilize only one man in a truck using the mechanical arm to pick up the new trash cans (soon to be delivered to each household), if the trash cans are blocked by cars, or the truck cannot approach the cans due to vehicles parked along the subdivision streets or cut de sacs, will the driver exit the truck to set the trash bins more appropriately? The answer:  No.  The driver will not exit the truck and trash bins that are not accessible to his truck and mechanical arm will not be emptied. #2.  Our subdivision has a commercial account to pick up trash at the park and lake.  When I was a previous trustee, we bought the two receptacles seen by the lake lights and at the entrance to the neighborhood park.  As this time, IESI will continue to pick up those trash bins by the driver exiting the truck. That situation may change and our subdivision will be notified by IESI of any pick up changes. Should that happen, the Dougherty Lake Subdivision Trustees would need to address the need for the trash cans.
  2. Chuck Toedtman asked about us either fixing the lights by the park/lake or removing them. It was suggested that the lights are necessary and that we might want to consider additional lights. Chuck and Rich Hall will look into this action item.
  1. Motion to Adjourn was made and seconded. The next Trustee meeting will take place on Wednesday, March 23. Carel will arrange us utilizing St. Gerard Majella School again.
