Dougherty Lake Subdivision Trustee Meeting Minutes

July 20, 2016 – 7:00 p.m. – Saint Gerard of Magella, Room 227

 

John Steuterman called the meeting to order.

Roll Call – Trustees present: John Steuterman, Rich Hall, Chuck Toedtman and Carel Reynolds – Guests present were Richard Hibbs and Doug Campion.

Minutes from the June 3 Meeting were approved.

No Amendments of the Agenda were presented.

Reports of the Trustees

  • Rich Hall/Lake Committee

Bacteria and dye seem to be helping with eliminating algae.

They are in the process of repairing all lights switching them all to LED.

  • Lisa Kadel/Landscaping

Report emailed. MDH trimmed the cul-de-sac plantings last week (the ones they could get to with the road construction)

Mike Lohuis asked that I look at the fence by his property; apparently it needs repair beyond what he is able to do.  There are also some boards down on the fence next to the playground and Chuck’s house.  I’ll look at those also and get them repaired.

Chuck gave a financial update.

The basketball hoop will be repaired and painted soon.

Communications as needed continues through email.

Several requests have been made for a new directory. I will start working one up to send out soon.

No report on the lake fishing dock.

Carel Reynolds and Rich Hall along with Richard Hibbs met with Capt. Sean Quinn of Des Peres Public Safety on Dougherty Lake traffic concerns. He said that additional speed signs would be considered. Our request for a painted crosswalk from the park to the lake with a sign that states “yield to pedestrians” will be forwarded to Public Works. Traffic laws will be enforced by Des Peres police as best they can.  He suggested communicating with the subdivision about our concerns, Carel will send out a letter first class mail.

  • Nuisances

Douglas Campion presented the Trustees with a suggested new addition to our indentures regarding deer management. Motion was made to accept his proposal and all approved. It will be mailed to all residents prior to the November subdivision meeting for a vote at the meeting by all residents present.

  • Meeting was adjourned. The next meeting will be September 14 at 7:00 pm at St. Gerard Majella, Room 224.

DOUGHERTY LAKE MANIFESTO  TO ALL HOMEOWNERS

JULY 28, 2016

SUBJECT: Traffic Awareness Program (TAP)

Your Trustees, and many our fellow neighbors, are concerned about the disregard by neighbors and visitors for our speed limits and stop signs. As a neighborhood, we have begun to take steps to address this problem.

We are thrilled about the growth and development of our neighborhood with new families arriving each year. Our new neighbors are improving their homes and property which will increase all our home values. With this increased activity, expectations of traffic safety by all our neighbors are also increasing.

In addition to our Dougherty Lake Subdivision (DLS) growth and development is the new construction in the area with the Pulte subdivision across the street. This new construction, along with construction within DLS, has increased the volume of interior and exterior traffic.

As Trustees, we are hearing a dramatic increase in vocal concerns on the speed of traffic throughout DLS. A newsletter was sent this spring that invited neighbors to attend meetings. The result of these meetings suggested to the trustees to establish a Traffic Awareness Program (TAP). To date, we have held several meetings with homeowners, the Public Safety Department Chief, and Public Works for their collective input.

Public Safety has assured us that they will monitor traffic violations in DLS with an electronic speed monitoring sign. This digital monitor will be installed as soon as the streets are repaired. This PSO sign will track statistics which will be shared with the Subdivision.

As Trustees, we have requested from Public Works that a crosswalk be designed from the playground to the lake. In addition, residential signage has been ordered reminding everyone to use caution when driving.

Anyone interested in showing their support and allowing us to place a temporary sign in their front yard, please contact Carel Reynolds, Communications Trustee at 314.821.1818.

This notice is our first public service announcement to establish a dialogue with the residents, both in writing and at public meetings. We feel we need to emphasis the rationale for the 20 mph speed limit throughout DLS and the stop sign at Briar Fork and Beaver Dam which is just prior to the playground. The neighborhood ‘voice’ is stressing the importance of drivers yielding from side streets onto Beaver Dam.

Bottom line, we are a neighborhood of involved families and everyone would benefit from traffic awareness as accidents will affect everyone.

All residents are welcome to attend Trustee meetings. Dates, times and location will be posted on the Dougherty Lake website www.doughertylake.org. The next meeting will be on September 14 at 7:00 pm at St. Gerard Majella Parish School, meeting room tbd. Please let us know if you plan to attend so we can accommodate a larger group. June 8, 2016 – 7:00 p.m. – Saint Gerard of Magella, Room 227

 

John Steuterman called the meeting to order.

Roll Call – Trustees present, John Steuterman, Rich Hall, Chuck Toedtman and Carel Reynolds – Guests present were Jim Gruenewald, Ed Scally, Doug and Gloria Campion and Richard Hibbs.

Minutes from the April 27 Meeting were approved.

No Amendments of the Agenda were presented.

Reports of the Trustees

Aquatic plants are coming in nicely. Algae treatment was done in late May.

Dam outflow correction will include raising the dam, pricing, etc. coming soon.

Neighborhood lights, bulbs and lamps have been ordered for replacements needed

The park/lake lights are being looked into by Chuck Toedtman.

Total account balances as of 1/27/16 is $128,265.34

Total spent to date this fiscal year is $22,165.31

A detailed breakdown was also provided.

Chuck proposed the assessment for 2016-17 will remain the same as the CPI has not changed. All trustees approved. Assessment will be sent out soon by City and Village Tax office.

A committee is being formed to investigate the feasibility of a fishing dock at the lake along Beaver Dam Road.

Available trustees will meet with Capt. Sean Quinn of Des Peres Public Safety on Dougherty Lake traffic concerns. Speed signs are only at the entrance so we suggest more signage. We would like to request a painted crosswalk from the park to the lake with a sign that states “yield to pedestrians”. Traffic laws need to be enforced by Des Peres police.

  •   Nuisances

Douglas and Gloria Campion shared their concerns with the deer population and neighbors installing deer feeding equipment. John Steuterman asked them to form a committee to propose changes to our amendments. Their report will follow soon.

Ed Scally shared their concerns regarding the noise from mowers/blowers and particularly landscape company equipment late in the evening.  Although it is not unlawful, the trustees will communicate to all neighbors to be considerate of their neighbors.

  • Old Business

Carel Reynolds will set up a meeting with Des Peres Public Safety to discuss traffic and speeding issues.

Carel Reynolds reported that the trustees will not pursue the request to allow boating in the lake due to the safety hazards present (i.e. electrical cables that power the aerators.)

  • New Business

John Steuterman reported that the trustees are concerned with the recent installation of stockade fences. Going forward they will not permit them to be installed.

Each family is asked to bring an appetizerside, dessert or pot of chili to share.
